LEGISLATIVE PROCESS

Section 3 - Legislative Process

   The Doomsday legislative process has been established to give each member of the league a means to submit new ideas or changes to be voted on in the yearly “Strength and Conditioning Vote”. The process can be used to submit new rules, changes to ESPN scoring, changes to the ESPN roster, or changes to established rules with exception to the Champion Laws (See Traditions item 13). The process has been detailed below including additional information regarding the power of the commissioner and council in the process.


1.    Doomsday Legislative Process


1.1.    Committee Level - A member may submit a desired rule change to the Doomsday Council or directly on the Doomsday FFL website under Current Season > Weight Room > Desired Rule Changes. The ideas can be discussed here among all members in an open forum to help shape the ideas into worthy submissions.


1.2.    Senate Level - Once the submission has been submitted on the Doomsday FFL website and finalized, the Doomsday Council will convene to confirm its legitimacy. The council will take a vote and if the bill passes with a majority it shall be placed on the “Strength and Conditioning Vote” (See Traditions item 3). If the bill is voted down by the council, it becomes dead unless the submitting member can gather 66% of the league member’s backing through a Facebook group poll.


1.3.    House Level – Once the rule change has been placed on the “Strength and Conditioning Vote” it must pass with a 51% majority. If the majority is achieved, the rule will take effect in the requested season, but if the rule fails to gather the majority vote it is dead and may not be reconsidered until it works through the process again in a future vote.


1.4.    Executive Level – Once a rule has been passed through the committee, senate, and house levels it may still be vetoed by the commissioner of the league if he/she sees fit. The commissioner has two options from this point.

1.4.1.    Have the entire league revote on the rule while providing more detail and/or revisions. 
1.4.2.    Simply declare an actual veto that nullifies the rule. If a rule is vetoed in this manner, the submitting member can gather 80% of the league member’s backing, through a Facebook group poll, that agree the rule should be passed. If this is accomplished the rule will take effect.


2.    Lobbying is allowed in the legislative process in the means of discussing and arguing a point of view. Any bribery or fantasy football collusion is strictly prohibited (See League Rules items 1 and 4). If a member is found guilty of these chargers their fate will be determined by the Doomsday Council.


3.    The commissioner my use the threat of veto to influence a rule. A threat of veto can imply that the rule should be amended before reaching the executive level. 


4.    The commissioner does have the authority to make maintenance changes or establish new structure to the Doomsday Book of Rules at any time with simple approval of the Doomsday Council.
